I have some technical questions for developer about API and how HEAT server operates internally.  Is this the right forum for these questions?  Or is there a better way to contact dev?

This is a good forum for that. Lead dev will attend when I point him here, and 3rd parties may also be able to help when you post publicly.

heatcrypto.slack.com is another useful site. Get invitation from heatslack.herokuapp.com
