HEAT Transaction Fees

What is the default fee? 

The block explorer shows that most transactions have 0.01 fee, but API says 1.0 fee

Does the API just need updated?

The API shows wrong. Default and minimum tx fee is 0.01 HEAT. Asset issuance is 10 HEAT.
